Useful, not softer, different
Useful, especially for electronic kits. It does not lower the sound at all but it makes that the contact sound of the stick is less harsh (less "tock"). Balance of stick is unaffected, bounce somewhat different but nothing special.

Tama TCP20 Silent Tips
I use these 'silent tips' for something completely different: after equipping my drumsticks with these tips, the ride and crash cymbals give a beautiful 'mystery / fairy-tale' sound. Nice surprise.

nice to low volume
It's nice to low volume, but the sticks get a bit heavy. The nice thing is that it still reproducing almost the same sound of cymbals and drums.

Very nice to practice anywhere without disturbing (Not in the drumset)
For the regular drummer who is always carrying around his drumsticks and wishes / needs to practice anywhere and regularly without disturbing other people, this is a very nice option! It, somehow, replaces a practice pad, being that the "drumstick" becomes the pad.
This product comes from a very good brand (Tama) but its also very cheap so you should expect it to wear out after some short / medium time (depending of course where you use it)
Beware: It's not supposed to use it on the drum set. Not that you can't, but it does not produce any silencing - the cymbals may sound a little bit different, but thats all!
Only con i find in this product is the lack of a small case where you can store the tips, having in account that they are so easy to be lost

Dum Silent Tips
Great accessory at a very affordable price, its twice the price on every other shop I've been to. I play at church, and to keep myself from playing to loud I got these and they're really helpfull.
Here is the positive/minus report
Positive:
You can use is on any pair of regular sticks
You can practice your drum roll anywear on any surface (there is a nice rebound with these tips)
Great for bringing down the noise level of your playing
Great for effects on cymbals (you can use them as cymbal beaters)
They're cheap
Negative:
Once you put them on a pair its a little tough to take them off, its wiser to choose a pair you want to use with the tips and "stick" to them (no pun intended :)
They add a little weight on on the end of your sticks, but it isn't so bad
A must, you never know when you'll need em' but you will
