Looks good but cannot use it

I bought it but had no time to test it right after so few weeks passed until I managed too. One of the lock is screwed, I cannot turn it in order to pull it and change the height for one of the arms. The 30 days passed but I am not happy with this, I simply cannot use it, it is stuck.
